拿口镇：接续作答“林改四问” 整村推进亮点纷呈

color: #000000;">2002年，拿口镇以加尚村为林改试点，推行“均山到户”模式，实现“耕者有其山”，激发农民积极性，开创了特色林业收入新路径。如今，该村年收入80余万，村民人均分红500元。然而，随着经济发展，林改面临新问题：单户经营难、小农化倾向、人口流失导致山林无人管理。</span></p><section style="text-indent: 2em; line-height: 2em;"></section><p style="text-indent: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">面对这一系列的经营管理难题，拿口镇结合推广“森林生态银行·四个一”林业股份合作经营模式，围绕深化农村集体产权制度改革，推进资产确权和股份合作制改革，释放经营体制潜力，培育农村经济新动能。镇党委政府针对各村情况，集思广益，试点探索，成功推进固住村、扁竹村林改。</span></p><p style="text-indent: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">针对固住村情特点，成立“村社一体”合作社，以4059亩竹山入股，将分散、闲置的毛竹资源规模化、集约化经营管理，形成“全民入股、合作经营、均权均利”的经营模式。不仅解决当地劳动力，而且大幅度提高毛竹产量，亩均产竹可增加0.5吨，广大林农获得更多财产性收益。2023年人均分红达630元，预计2024年村财收入12万元，人均分红可保持在630元。</span></p><section style="line-height: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">拿口镇在两个村成功经验基础上，深化“森林生态银行·四个一”模式，组建林改攻坚工作组，镇党委书记挂帅，“分管领导+村主干”包干到村，逐村指导，理清发展方向。采取“镇干部+村干部”分片入户，全覆盖宣传，帮林农算经济账，解答问题，取得林农支持。全镇形成“内部抱团、外部开花”格局，让“森林生态银行”成果惠及更多林农，为乡村振兴和村集体经济壮大提供保障。</span></p><p style="text-indent: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">山下村试行国有林场与林农合作造林，村民山林统一“打包”，与卫闽国有林场签订30年协议。林场投资种植并管护，每年每亩支付60元保底费用，30年内每亩收入不低于1800元。主伐后，盈利的40%与村民分红。目前，林地正进行炼山造林，手续稳步推进。</span></p><p style="text-indent: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">南溪村油茶种植历史悠久，茶籽油品质优良，小有名气。2024年12月31日，该村110亩林地到期。在镇党委政府推动下，村集体计划将该林地种植油茶树，打造特色产业。经协商，承包人统一种植，资金补贴归其所有，到期后林地归村集体。</span></p><p style="text-indent: 2em; line-height: 2em; margin-bottom: 16px;"><span style="font-size: 17px; color: #000000;">现如今，在“森林生态银行”模式下，林业产业绿色发展。截至2023年12月，加尚村、池下村完成150亩林下黄精种植，扁竹村毛竹存储量每亩从100株增至170株，乡村产业空间拓展。</span></p><section style="text-align: center;
