font-size: 17px; letter-spacing: 0.544px; text-indent: 2em;">会议强调，镇村干部要吃透政策，进一步摸清山林“家底”，逐村开展业务指导，帮助各村理清思路、找准发展方向，积极稳妥推进林权制度改革。同时，各村要拓宽好“一村一平台”建设覆盖面，逐步完善村级平台宣传推广服务的功能，确保2025年实现所有村“一村一平台”建设全覆盖。要聚焦解决林权四至不清、业主获取“经营权”相关凭证难等历史遗留及导致社会资本投身林业积极性不高的问题，建立健全权属清晰、责权利统一的集体林权制度，实现山定权、树定根、人定心。镇林长办要充分发挥林长制指挥棒作用，要全面深化林长制，坚持“三个一律”，做实林长巡山护林交树制，深化“林长+三长”机制，在森林防火、有害生物防治和打击破坏森林资源行为上持续加力，切实做好森林“四防一提升”工作，打造全时全效的一体化管护体系。</span></section><section style="margin-bottom: 16px;
