line-height: 1.75em;"><span style="font-size: 17px;">允许房地产项目总体一次性规划、分期办理建设工程规划许可证,对用地面积在10亩以上、50亩以下的项目不超过两期,对用地面积在50亩以上(含)的项目不超过三期。分期建设应按相对闭合地块单元进行,首期应包含社区管理用房、社区养老用房、物业用房等公共配套用房,以及规划条件中明确须配建的幼儿园等配套工程。在总平布局合理、符合风貌管控要求的情况下,允许先行办理房地产售楼部建设工程规划许可证,且不计入分期数。商品房预售许可办理材料由17项精简到5项,办理时间由3个工作日缩减为1个工作日。房地产开发企业在完成房屋楼盘表备案手续后,满足以下三个条件之一,即可申请办理预售许可证:一是具备地下室的商品房住宅项目,10层以下(含)建筑形象进度达到地面1层以上、10层以上建筑形象进度达到2层以上;二是商品房住宅项目提供工程建设总投资达到25%以上合法证明材料,并已确定施工进度和竣工交付日期;三是装配式商品房住宅项目,建筑形象进度达到正负零以上。</span></p></section></section><section><section style="display: flex;
