仿宋_GB2312;">年“三农”工作，要以“千万工程”经验为引领，落实省委“三争”行动和南平市委“五增”目标，坚持农业农村优先发展，以确保粮食安全、确保不发生规模性返贫为底线，有力有效提升乡村产业发展水平、提升乡村建设水平、提升乡村治理水平为重点，强化科技和改革双轮驱动，强化农民增收举措，加快打造“一带三沿、一带三区”乡村建设新格局，紧盯“四重”“五好”“六美”目标，创新实施“双百工程”，集中力量抓好办成一批群众可感可及的实事，打好乡村全面振兴漂亮仗，绘就宜居宜业和美乡村新画卷，为谱写中国式现代化福建篇章作出邵武贡献。</span><span 仿宋_GB2312;">陈显卿强调，要坚持以新理念谋篇布局，有力有效推进乡村全面振兴。<strong>要坚持将“两个确保”作为“头等大事”。</strong>要确保国家粮食安全，始终牢记嘱托，全力稳住粮食生产，坚决遏制耕地“非农化”，防止耕地“非粮化”；树立大农业观、大食物观，多途径开发食物来源，努力在加强粮食和重要农产品稳定安全供给上实现新突破。要确保不发生规模性返贫，严格落实“四个不摘”政策，进一步完善和落实防止返贫监测帮扶机制，紧盯“三类人群”，持续抓好医疗保障、住房安全、农村供水等重点领域巩固提升，强化产业和就业帮扶，坚决守住不发生规模性返贫的底线。<strong>要坚持将“三个提升”作为“主攻方向”。</strong>要提升乡村产业发展水平，加快构建“</span><span lang="EN-US" style="font-family: Times New Roman, serif;">5+N</span><span style="font-family: 仿宋_GB2312;">”特色产业体系，围绕黄精等资源特色，集群化打造产业新格局；持续深化闽台融合发展，借势借力推动农业一二三产融合发展；培育壮大特色农业品牌，把农业建成现代化大产业。要提升乡村建设水平，坚持规划为先，加快完善“</span><span lang="EN-US" style="font-family: Times New Roman, serif;">1+2+3</span><span style="font-family: 仿宋_GB2312;">”乡村振兴规划体系；加快补齐农村人居环境短板，常态长效开展“三清”行动，全面改善乡村发展面貌，办好群众可感可及的民生实事，实现农村生产生活生态和谐统一。要提升乡村治理水平，把基层党组织建设摆在更加突出的位置来抓，创新实施“双百工程”，深化“吃茶话事”等创新机制，加强农村精神文明建设，持续增强乡村治理效能。<strong>要坚持将“两个强化”作为“有效抓手”。</strong>要强化科技和改革双轮驱动，进一步发挥好科特派制度优势，深化农村改革，协同推进科技创新和制度创新，不断塑造新动能新优势。要强化农民增收举措，深入探索“零工市场”等共享用工模式，持续推行“民企带村”“跨村联建”，建立健全农村集体资产监督管理服务体系，扩大农民资产收益。</span><span 仿宋_GB2312;">陈显卿要求，要坚持以新要求夯基固本，切实加强党对“三农”工作的全面领导。要强化指挥协调机制，坚持“五级书记”抓乡村振兴，在要素配置上优先满足，在资金投入上优先保障，在公共服务上优先安排，为邵武“三农”工作提供坚强保障。要强化多元保障机制，坚持农业农村优先发展，增强资金、土地和政策等要素保障。要强化人才支撑机制，建立乡土人才资源库，推动人才回归、资金回流、产业回迁。要强化激励约束机制，增强考核的系统性，为基层松绑减负，关心关爱一线干部，推动干部在乡村振兴一线岗位锻炼成长。</span><span
